You will serve as a Logistics Management Specialist in the Mission Systems Group, Logistics Department of NAVAIRWARCENAC DIV. This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will serve as the subject matter expert for Tactical Combat Training System (TCTS) II and Tactical Training Ranges (TTR) program reviews, inspections, conferences, and other program evaluations and events. You will act as the ILS interface between the TCTS II Integrated Product Team (IPT) Program Management and Logistics Team members, legacy system DAPMLs, Systems Engineering, Configuration Management, and the Fleet Support Team. You will support the TCTS II program in areas such as Technical Publications, Support Equipment, Spares and Supply Support, Maintenance Planning, Training, Manpower and Personnel, Facilities, and Computer Resources support. You will work with the US Air Force and other users in identifying and integrating common logistics solutions to benefit TCTS II as co-chairperson of the TCTS Government Integrated Logistics Support Management Team (ILSMT). You will represent the Training Ranges APML at meetings with Naval Air Systems Command (NAVAIR) and Naval Surface Warfare Center (NSWC) Corona team members, the Air Force, any other Government agencies, and all TCTS II contractors. You will develop presentations on logistics program status, accomplishments, problems, risks, and progress for all levels of NAVAIR and industry. You will work in support of the TCTS II IPT Lead to develop budgetary and other financial submissions and to track cost, schedule, and performance metrics. Develop statements of work for contract and organic tasking. You will work with IPT personnel to identify annual personnel requirements for Government and contractor personnel and assist in entering that information into the appropriate NAVAIR/NAWCAD personnel planning and management tool(s). You will provide periodic reports and comprehensive assessments and evaluations of program support and sustainment goals, and objectives that will provide a basis for long-range planning to enhance the IPTs management capabilities.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is an Advanced Life Cycle Logistics position (required within 60 months of assignment).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning and expending resources/funding to ensure adequate and affordable logistics support posture; 2) Identifying, planning, and executing logistics efforts to ensure all aspects of the total systems life cycle (i.e acquisition and sustainment) are in place to meet program requirements; 3) Developing contract requirements, (i.e statements of work and contract data requirements) to support systems engineering/acquisition phases; 4) Utilizing risk management processes to identify system integration risks; and 5) Providing analyses of degraders and data gathered from logistics management information systems in the execution of logistics and program planning documentation.
