You will serve as a SUPERVISORY LOGISTICS SPECIALIST in SUPPORTABILITY TEST & EVALUATION BRANCH the of NAVTESTWINGLANT NWCF.
Duties
You will carry out the full range of combined technical and administrative direction of others.
You will plan work and prepare performance plans covering work to be accomplished by subordinates, set and adjust short-term
priorities, and prepare schedules for completion of work.
You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments,
and the capabilities of employees.
You will give advice, counsel, or instruction to employees on both work and administrative matters, and find ways to improve production or increase the quality of the work directed
You will hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a
higher level supervisor or manager.
You will execute minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases and
may issue decisions on serious disciplinary actions recommended by subordinate supervisors.
You will identify developmental and training needs of employees, providing or arranging for needed development and training.
You will evaluate work performance of subordinates to recommend official performance ratings, and make appropriate distinctions in levels of performance while equitably applying performance standards.
You will complete and/or approve timekeeping documents and leave requests, training requests, travel orders, and miscellaneous forms and/or correspondence (e.g., relating to workplace safety, security-related issues, employee separations, etc.).
You will act as a project or program manager for major system developments, the direction of technology-based research, or business initiatives which have the highest significance to the agency’s needs.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level GS 13/14 or pay band NM-04 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Establishing long-term task priorities, determining work procedures and methods, and guiding employees and/or supervisors' work. 2) Leading their organization in realizing both the local Division and larger Strategic Plan 3) Establishing and communicating objectives in both group staff and one-on-one meetings to ensure that both new and existing workload of the unit is assigned to, understood by, and successfully completed by their employees and/or supervisors. 4) Resolving technical problems; reviewing work; and providing, finding, and/or researching answers to employees' and/or supervisors' questions. 5) Ensuring sound fiscal management by observing and applying position management and classification principles; analyzing, monitoring, and reducing costs; forecasting budgets; and providing information to higher level
management on future staffing, facility space, and equipment needs.
