You will serve as a FINANCIAL MANAGEMENT ANALYST in the Comptroller Directorate, Financial Military Sales Division of NAVAL SEA SYSTEMS COMMAND.

Duties

You will lead the NAVSEA Foreign Military Sales (FMS) financial community on case execution processes. You will utilize multiple financial management systems to execute FMS funds and must also resolve discrepancies between systems. You will interpret and analyze the DoD Financial Management Regulation and FMS Security Assistance Management Manual (SAMM) policy with regard to FMS Administration or FMS Case funds usage and provide determination on how funding is allocated. You will execute funding in compliance with audit principles as well as provide timely and accurate responses to audit sampling. You will ensure that FMS case funding is financially executed in accordance with Letters of Offer and Acceptance for all FMS customers. You will be required to provide informal/over-the-shoulder training on SEA 01 financial policies and procedures to the NAVSEA FMS stakeholders. You will communicate policy, orally and written, to the NAVSEA FMS stakeholders as well as create and/or update Standard Operating Procedures for the FMS Division.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading program offices in financial execution policy to support Foreign Military Sales (FMS) case closures for an organization.
