You will serve as a SUPV FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT DEPARTMENT of NAVCOMTELSTA SAN DIEGO.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
Duties
You will perform or advise on work in any phases or systems of budget administration.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
You will direct the Command’s planning, programming, and budget process to include consolidation, formulation, presentation, review, and execution of budgetary operations for the entire NCTS San Diego organization.
You will coordinate financial policy compliance for all local departments and remote sites of the Command, review interpretations of higher-level policy pertaining to Command financial programs and issue guidance to all departments and remote sites.
You will develop required mechanisms to ensure any higher level or Command-directed controls of fund expenditures are met.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience formulating budgets and cost estimates to support plans, programs, and activities.
-Experience implementing legal and regulatory controls over approved budgets.
-Experience participating and advising management in all higher-level budget review processes.
-Experience restructuring and reorienting immediate and long-range financial goals, objectives, plans, and schedules to meet substantial changes in program authority and funding.
This position is within the Work Category SUPERVISION and MANAGEMENT at Work Level SENIOR, Series and Grade GG-0501-13.
