Duties
On October 30, 2023, the President signed Executive Order (EO) 14110 titled, "Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence." Section 1 of the EO establishes the President's commitment to harvesting the potential of Artificial Intelligence (AI) through a coordinated plan of implementation across the Federal government.
Within CISA, the National Risk Management Center (NRMC) is a risk-driven analysis and planning center focused on addressing significant risks to our national critical functions. NRMC works with partners to generate solutions to the most complex, strategic risks to critical infrastructure. To accomplish this mission, NRMC operates using a collaborative model that relies on close integration with Federal, State, Local, Tribal, and Territorial (SLTT) government partners, and diverse private sector partners.
In this position, you will serve as a Managment and Program Analyst. Typical work assignments at full performance level include:
Performing Artificial Intelligence (AI) related tasks that include the use of machine learning to create, deliver, and maintain algorithms, large language models, and systems that can process and analyze data used to make intelligent decisions or predictions.
Designing and directing program management activities that identify and evaluate risk, issues, and program change requests, modifying these to track resource utilization and provide assessments to enable programs to make better decisions for project prioritization while maximizing program resources.
Applying expert level knowledge of DHS and CISA budget processes to participate in the forecasting process and analyze budget estimates and proposals for completeness, accuracy, and conformance with established policies, regulations, and organizational objectives.
Designing and implementing program management methods to ensure cybersecurity capabilities are fully incorporated into project design in alignment with existing processes and requirements.
Directing complex analysis, evaluations, or investigations in support of NRMC organizational programs, systems, and processes, including areas where definitions, methods, and/or data are incomplete, controversial, evolving, or uncertain, or where boundaries of the studies are extremely broad and difficult to determine in advance.
Directing activities to review, analyze, and interpret critical infrastructure vulnerability, consequence, and risk data and information.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
Building and implementing advanced capabilities, including capabilities that leverage artificial intelligence techniques.
Applying knowledge of budget and acquisition processes to analyze budget estimates and proposals for completeness and accuracy and formulate acquisition plans.
Researching, compiling, and analyzing of complex data sets in support of cybersecurity and critical infrastructure analytic projects.
Providing guidance and recommendations on the investment in cutting edge technology, tools, and techniques that address emerging risks and technological advances.
You qualify for the GS-14 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties:
Building and implementing advanced capabilities, including capabilities that leverage artificial intelligence techniques.
Applying knowledge of budget and acquisition processes to analyze budget estimates and proposals for completeness and accuracy and formulate acquisition plans.
Leading teams in the researching, compiling, and analyzing of complex data sets in support of cybersecurity and critical infrastructure analytic projects.
Providing guidance and recommendations on the investment in cutting edge technology, tools, and techniques that address emerging risks and technological advances.
Applying qualitative and quantitative methods for assessing short- and long-range organizational goals and leading in the development of implementation plans and initiatives.
