You will serve as a HUMAN RESOURCES SPECIALIST in the Human Resources Division of BUREAU OF NAVAL PERSONNEL.

Duties

You will advise management on recruitment strategies, sources, and special programs, recruitment, relocation, and retention incentive programs. You will apply specialized human resources knowledge to conduct pre- and post-audit of the full range of personnel actions and resolve complex problems. You will serve as liaison between the staff and servicing Operations Centers in matters that affect various personnel program functions. You will research regulations, policies, and guidance to obtain and support answers to customers. You will explain basic rules, regulations, and policies regarding employment, provides assistance and guidance with in-processing requirements. You will advise management on a wide range of staffing issues such as workforce shaping/reduction-in-force, special placement programs, recruitment methods, and special pay incentives. You will maintain personnel files and documents.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Researching, interpreting and applying human resources laws, regulations, policies and procedures for civilian personnel; 2) Providing advisory services on a variety of civilian human resources matters; 3) Utilizing office automation software and peripherals along with automated human resources systems to retrieve, interpret and display data (i.e. DCPDS, TWMS, etc.); and 4) Communicating with personnel to resolve human resources related issues and provide human resources related advice. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
