Duties
Typical work assignments include:
Adapts analytical techniques and evaluation criteria for the measurement and improvement of program implementation and organizational productivity.
Identifies objectives, metrics, and goals based on an analysis of interrelated issues of effectiveness, efficiency, and mission-oriented operating guidance.
Plans and conducts a variety of complex projects that encompass the analysis and evaluation of work among various positions within the organization and developing planning structures by which to operating an effectives, matrixed organization.
Provides guidance and advice within the organization concerning administrative policies and management and organizational theories that require considerable adaptation and/or interpretation for application to internal program issues and problems, or where decisions about how to proceed are complicated by conflicting program goals and objectives.
Conducts research and analyses to de-conflict information and articulate complex policy and program issues and develop recommendations and proposals accordingly.
Presents findings and recommendations on complex issues or problems impacting well- established programs, projects of limited scope, or facets of larger, complex projects and programs.
Develops, organizes, and implements functional short- and long-range plans.
Prepares written reports and briefing material based on analysis and research that are applicable to program requirements.

Gathers information, identifies and analyzes issues, and develops recommendations to resolve substantive risk management challenges.
Plans, executes, and reports on original or ongoing analyses, evaluations, or investigations with varied complex features that require a fresh approach to resolve new problems, such as evaluating changes that could result from proposed legislative or regulatory guidelines or from variations in demand for program services.
Participates with internal and external stakeholders in developing and organizing policies and programs and other related concerns for program management.
Maintains contact with other organizations, government agencies, business managers, managers, and contractors to exchange ideas and remain current on developments in area or field of responsibility.
Consults and coordinates with managers to make assignments, review and discuss operations, conduct/manage special projects, develop long- and short-range plans, and discuss other management considerations such as determining training needs, appraising program and personnel performance, and providing constructive feedback.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying.
You qualify for the GS-09 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing the following duties:
1. Assisting in the review of and advising on current administrative and operational aspects in high-priority subject areas; and
2. Analyzing and assessing program efficiency and effectiveness and recommending improvement methods for processes and systems; and
3. Assisting senior staff in preparing short- and long-range planning guidance in accordance with organizational goals, objectives, and requirements.
OR
EDUCATION:
A. Master's or equivalent graduate degree from an accredited institution.
OR
B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
You qualify for the GS-11 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing the following duties:
1. Conducting reviews of and advising on current administrative and operational aspects in high-priority subject areas; and
2. Preparing written reports and briefing material based on analysis and research that are applicable to program requirements; and
3. Using analytical and evaluation techniques to measure program efficiency and effectiveness and recommending improvement methods for processes and systems; and
4. Preparing short- and long-range planning guidance in accordance with organizational goals, objectives, and requirements.
OR
EDUCATION:
A. Ph.D. or equivalent doctoral degree from an accredited institution that included major study.
OR
B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.M. (Master of Laws) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the second year (total graduate education minus 36 semester hours or 54 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
GS-12
You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
1. Using program and project management skills to assess program efficiency and effectiveness and recommend improvement methods for processes and systems; and
2. Leading in the preparation short- and long-range planning guidance in accordance with organizational goals, objectives, and requirements; and
3. Conducting complex analyses, evaluations, and investigations in support of organizational programs, to include areas where definitions, methods, and/or data are incomplete, controversial, or uncertain, and presenting findings to management; and
4. Providing guidance and advice on the implementation of organizational administrative policies and management practices.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
