The primary purpose of this position is to serve as the MAJCOM program manager for Nuclear Surety Staff Assistance Visit (NSSAV) and Nuclear Surety Requirements Validation (NSRV) planning, managing, coordinating for Operations actions. As key analyst leads a team of bomber/missile/helicopter, Emergency War Order (EWO) Plans, Standardization/Evaluation, and Intelligence.

Duties

As the Operations Subject Matter Expert (SME) plans, organizes, and oversees the activities of the Operations area of NSSAVs and NSRVs. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and conduct of command-wide Operations functions and activities. Performs Nuclear Surety Staff Assistance Visits (NSSAV) and other compliance/readiness unit visits on all AFGSC Operations programs/functions in accordance with Air Force Instructions, Air Force Manuals, and all other governing instructions and regulatory guidance. Serves as the SME for Operations NSSAV and NSRV activities to include bomber/missile/helicopter, EWO, Standardization/Evaluation, Intelligence, and HARM/SARM plans and programs, support system operations, and associated self-inspection programs. Coordinates with AFGSC staff, units, and other MAJCOMs and units as required to gain augmentee Operations experts for NSSAVs and NSRVs. Selects augmentees from the Operations candidates provided by supervisors, taking into consideration skills and qualifications and mission requirements. Develops and provides program specific NSSAV and NSRV criteria on a wide range of Operations area activities. Develops a variety of formal NSSAV and NSRV materials, such as guides, handouts, operating instructions, supplements, publications, exhibits, and visual aids to reinforce NSSAV and NSRV objectives and ensure compliance with directives. Represents HQ AFGSC at conference, workshop, working group and meeting activities related to the bomber/missile/helicopter operations, EWO Plans, Standardization/Evaluation, Intelligence, and HARM/SARM, and related areas regarding NSSAV and NSRV programs and issues. Activities include Joint Chiefs of Staff (JCS) Nuclear Surety Inspection (NSI) Process Reviews; DoD Nuclear Summits; MAJCOM, HAF and DoD Operations Groups and Councils; Semiannual Command Nuclear Summits; Nuclear Surety Study Groups; Nuclear Surety Councils; Inspector General Semiannual Inspection Councils; Inspector General Quarterly Inspection Groups; and various departmental workgroups on publication/instruction revisions.

• Work will require frequent travel away from the normal duty station on military or commercial aircraft.

• The incumbent must have technical competency in at least one of the following areas: nuclear control order, command post, or nuclear command, control, and communications procedures.
• Must be able to obtain and maintain a Top Secret (SCI) Clearance.
• The incumbent is required to safeguard classified or sensitive information and/or files.
• Master’s degree is highly desired.
• This is a Centrally Managed position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes working with wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness; including management, planning, and measurement concepts, principles, practices, and methodologies currently in use by the Air Force (AF) and Department of Defense (DoD) to include experience with fiscal, manpower, materiel, facilities, and services requirements necessary to support a program and develop and analyze data to determine bomber/missile/helicopter, Emergency War Order, Standardization/Evaluation, Intelligence, and Host Aviation Resource Management/Squadron Aviation Resource Management objectives and goals. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of theories and principles of bomber/missile/helicopter, Emergency War Order, Standardization/Evaluation, Intelligence, and Host Aviation Resource Management/Squadron Aviation Resource Management planning, development, and execution sufficient to coordinate and integrate functions into a total, well-structured and viable program, coupled with a comprehensive knowledge of nuclear control order procedures, command post, and nuclear command, control, and communications procedures and design principles. Knowledge of research methods and assessment techniques used in developing, testing, installing, operating, managing, and maintaining effective bomber/missile/helicopter, Emergency War Order, Standardization/Evaluation, Intelligence, and Host Aviation Resource Management/Squadron Aviation Resource Management functional requirements. Knowledge of fiscal, manpower, materiel, facilities, and services requirements necessary to support a program and develop and analyze data to determine bomber/missile/helicopter, Emergency War Order, Standardization/Evaluation, Intelligence, and Host Aviation Resource Management/Squadron Aviation Resource Management objectives and goals. Extensive subject matter knowledge in all major functional areas of nuclear surety, and NSSAV/NSRV program and process activities, to include knowledge of safety, security regulations, practices, and procedures as they relate to security theory and the principles, methods, practices, and techniques of bomber/missile/helicopter, Emergency War Order, Standardization/Evaluation, Intelligence, and Host Aviation Resource Management/Squadron Aviation Resource Management systems, with emphasis on schedule development including complex exercise products. Ability to analyze problems, establish objectives, carry out projects and assess progress while working in a multifunctional environment involving interaction with executive and management levels of the Air Force and DoD where negotiation of complex issues and maintaining professional working relationships are critical. Ability to communicate factual and procedural information clearly, both orally and in writing, then plan, organize, coordinate and direct all or a portion of a nuclear control order procedures, command post, and nuclear command, control, and communications support project, to include directing personnel on NSSAVs, NSRVs, and other compliance/readiness visits. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The incumbent must have nuclear experience and technical competence in at least two of the following areas: nuclear bomber operations, missile operations, helicopter operations, Emergency War Order Plans, Standardization/ Evaluation, Intelligence, or Aviation Resource Management procedures.
