The position is located in the Office of Financial Managment (OFM). OFM is responsible for ensuring effective stewardship of agency resources and integration of strategic planning and performance management into all phases of resource planning and execution. OFM performs the functions of Budget Formulation, Budget Execution, Accounting Operations, Financial Systems, and Financial Reporting, including the preparation and audit of the agency's Financial Statements.
Duties
Identifies, interprets and implements required Federal accounting regulations and financial reporting standards. Identifies the impact of financial reporting standard changes on Agency accounting systems and the Standard General Ledger.
Provides expert technical advice relates to complex bodies of financial management legislation and regulations (e.g. Federal Accounting Standards Advisory Board (FASAB), U.S. Treasury Financial Management, Government Accountability Office (GAO), and the Office of Management and Budget (OMB).
Serves as an expert authority on the control, analysis and reconciliation of complex, integrated accounts with multiple accounting classes and/or appropriation codes (e.g., Multi-year, Annual, No-year. reimbursable activity and/or special funds.

Qualifications
BASIC REQUIREMENTS: (YOU MUST SUBMIT TRANSCRIPTS)
This applies to both the GS-13 and GS-14 levels
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
ADDITIONAL EXPERIENCE REQUIREMENTS:
SPECIALIZED EXPERIENCE:
To qualify for the GS-13 level - In addition to the basic requirements above, you must have at least one (1) year of specialized experience equivalent to the next lower level pay band or GS grade in the normal line of progression. Examples of specialized experience at the GS-12 level is experience analyzing processes and designing or making major revisions to a complete accounting system for a moderately sized establishment; conducting complex and potentially precedent-setting forensic audits requiring the development of new audit methods, techniques, and criteria; analyzing the impact of significant accounting events on multi-appropriated fund accounts, such as allocations, commitments, obligations, costs and disbursements.
To qualify for the GS-14 level - In addition to the basic requirements above, you must have at least one (1) year of specialized experience equivalent to the next lower level pay band or GS grade in the normal line of progression. Examples of specialized experience at the GS-13 level is experience serving as an expert authority on analyzing and reconciling integrated accounts for a variety of accounting systems such as standard administrative accounts, non-standard specialized accounts, and industrial accounts; developed and designed complete accounting systems for a large organization, and developed solutions to precedent-setting situations, such as where work programs were newly assigned and projected account structure was unknown; provided technical guidance on developing instructions for a complete accounting system, including instructions for implementing the new system and integrating aspects of former or projected systems; as a technical expert, provided guidance for recording and controlling obligations, accounts payable, cost accruals, and disbursements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
