Duties

As a Lead Accountant, you will: 1. Oversee PSA's accounting program including accounting operations and services, reporting, audit, and internal control and provide oversight on a variety of operating accounting and financial reporting matters. 2. Lead accounting team in identifying, distributing, balancing workload, and completion of tasks in accordance with established workflow priorities. Provide information to Deputy Assistant Director on performance of the accounting team's work and recommends training needs. 3. Communicate assignments, milestones, and deadlines of the accounting team and provide instructions based on the Deputy Assistant Director's authority. 4. Ensure that reconciliations and financial reports and statements submitted by accounting and financial management staff are accurate and timely, meet standards for internal controls, meet Agency needs and adhere to regulatory requirements. 5. Develop, evaluate, and recommend options to improve accounting processes to satisfy regulatory requirements, maintain internal controls and capture useful, reliable, and meaningful financial information. Provide authoritative advice and guidance to the OFA Deputy Assistant Director and senior PSA management on the processes, methods, and resolution of significant financial or accounting issues that may impact accomplishment of the Agency's mission. 6. Plan, develop, and implement agency-wide procedures, policies and guidelines related to the Agency's accounting system to facilitate the preparation of financial statements, funds balance to Treasury, accounting records, related reports and the control, monitoring, and timely reconciliation of accounts. 7. Represent PSA with CSOSA and external agencies, including but not limited to the Department of Treasury, Office of Management and Budget (OMB), and the Government Accountability Office (GAO) 8. Establish and monitor controls to identify problem areas, determine actions required, improve operating effectiveness, and ensure and maintain the integrity of financial and accounting information. Ensure that the processing of fiscal transactions meet generally accepted accounting principles (GAAP), standards of internal control and that appropriate internal and external audit and control reviews and assessments are conducted in accordance with regulation and policy. 9. Oversee audit and formal reviews of financial statements.

Qualifications

To qualify for this position, you must meet the basic professional requirements, and specialized experience requirement below. Basic Requirement: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND Specialized experience: To qualify for the GS-14 grade level, you must have one year of specialized experience related to the duties of the position that was comparable in difficulty and responsibility to the GS-13 grade level. Specialized experience is defined as 1) Preparing journal entries and vouchers and verifying accuracy of data through various reconciliations; 2) Leading efforts in analyzing financial reports and interpreting accounting data to ensure accurate and timely posting to the general ledger; 3) Recording equipment transactions to include capitalization, depreciation, deferred maintenance, and environmental liabilities and performing monthly reconciliations; 4) Preparing, analyzing, and interpreting financial statements; and 5) Supporting audit and internal control reviews. NOTE: Your resume must clearly show the specialized experience related to this position. Failure to demonstrate how you possess the experience requirements will result in an "Ineligible" rating.
