You will serve as a FOREIGN DISCLOSURE OFFICER in the INTEL & INFO WARFARE DIV/INTEL STAFF SERVICES DIVISION of COMMANDER US FLEET FORCES COMMAND.

Duties

You will analyze, plan, and adjust work operations as it relates to National Foreign Disclosure Policy (NPD). You will serve as the Command’s and Fleet Foreign Disclosure Officer (FDO). You will provide Foreign Disclosure advice and guidance on the application and interpretation of National Disclosure Policy (NPD). You will make decisions regarding the release and disclosure of Classified Military Information (CMI) to foreign governments and international organizations. You will formulate and recommend plans, policies, and procedures dealing with foreign disclosure of CMI. You will provide technical, administrative, and records of documents and briefings requiring foreign disclosure or release. You will plan, facilitate, and conduct training on foreign disclosure policy and procedures. You will coordinate with Joint Staff, Defense Intelligence Agency (DIA), and other national intelligence agencies to manage intelligence disclosure requests and to resolve pertinent foreign disclosure issues. You will develop and recommend foreign disclosure guidance for foreign national visits.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Key Employee Position that shall not be vacated during a national emergency or mobilization.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: EXPERIENCE APPLYING KNOWLEDGE OF NATIONAL FOREIGN DISCLOSURE POLICY (NPD); PROCEDURES AND FOREIGN DISCLOSURES PROGRAMS AND FUNCTIONS. EXPERIENCE DEMONSTRATING PROFICIENCY AS IT RELATES TO NATIONAL-LEVEL AND SERVICE-LEVEL DISCLOSURE POLICIES. EXPERIENCE DIFFERENTIATING INFORMATION SHARING PROCESSES AND LIMITATIONS FOR EXTENDED FOREIGN VISITORS. EXPERIENCE APPLYING KNOWLEDGE OF SPAN FOREIGN VISITS SYSTEMS AND FOREIGN VISIT REQUEST PROCESS.
