This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the Action Officer for foreign countries responsible for the total managing of Foreign Military Sales programs which involves the continual development, planning, coordination, implementation, and monitoring of all programs for the foreign countries.
Duties
International Program Management Specialist for a Program Management Office (PMO) International Programs team responsible for the total management of new and existing business for FMS.
Provides peer reviews, quality assurance, standardization, Pre-LOR, RFI, technical evaluations, pricing letters and LOA development, case management, Sensitivity Statements, TSC Engagements, ENDP Approval.
Plans or initiates development to assure that designated countries programs and other FMS countries as assigned are developed to cover all missions assigned to the program.
Assists in the development, preparation, negotiation, and implementation of plans, terms of reference, agreements, and memorandums of agreements between U.S. and designated countries.
Applies comprehensive knowledge of the functions, processes, and interrelationships of all areas of weapon system acquisition including research, development, engineering, materiel and maintenance management, production, and fiscal/budget cycle.
Applies knowledge of the foreign interests and the development of foreign acquisition program in consonance or conjunction with the U.S. weapon system program. The work will require both CONUS and OCONUS travel.
Reviews and interprets program policy, provides guidance and assistance to mission organizations for expediting appropriate action, assessing impact of program changes and incorporating program changes as necessary to fulfill program requirements.
Provides Information Papers, Facilitates Live fires, Operations related work (SACO, EXSUMs, Staff Call Charts, Data Collection, SCW Tracking, etc.), FMS C2 radios, fire direction, software, and analysis of foreign countries.
The incumbent may also perform other duties as assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to maintain/obtain a SECRET clearance.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- A one-year probationary period may be required.
- This position requires temporary duty (TDY) travel up to 30% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 5 years of entrance on duty.

Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level or equivalent pay band in the Federal service that includes: 1) Having detailed and comprehensive knowledge of the Foreign Military Sales (FMS) programs, policies, and regulations; 2) Awareness of Interoperability between US and foreign customers of a major weapon system; 3) Experience providing some of the following: peer reviews, quality assurance, standardization, technical evaluations, pricing letters, case management or Sensitivity Statements.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/GS-11.
