Duties
This is an excepted service position that requires membership in a compatible military assignment in the DC Army National Guard.

The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.
Minimum Military Rank: E-4/SPC or O1/2LT
Maximum Military Rank: E8/MSG or O3/CPT
Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment.
This position is located in the United States Property and Fiscal Office (USPFO). The primary purpose of this position is to serve as the budget analyst and consultant for the management and administration of all budget programs within the organization. The incumbent performs routine, continuing financial management functions involving the formulation, execution, and/or analysis of budgets for the organization's support activities and organizational components. The incumbent performs duties necessary to accomplish budget analyst and management functions and provides customer service in support of financial management (FM) programs. The work requires knowledge and skill in the application of financial management, related laws, regulations, policies, acquisition, precedents, methods, and techniques of budget analysis and funds management.
Duties:
Serves as the functional point of contact for day-to-day budget/financial issues. Works with Major Subordinate Commands (MSC) and budget office counterparts to obtain, monitor, and track organization's funds.
Reviews organizational historical data and/or matches funding requests or projected costs of selected line items with past records to determine trends in spending and forecast annual funding needs. Analyzes data for prior, current, and out year in preparing financial plans. Develops consolidated budget, and reviews and drafts statements for justifying funding requests. Reviews budget submissions for compliance with rules, regulations, and procedures.
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Monitors, tracks, and reviews obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences that are not in keeping with annual work plans.
Compiles, prepares, and conveys information about the budget and programs of the organization. Prepares guidance and/or interpretation of standard procedures and regulations relating to the organization's budget and financial procedures/processes. Conducts budget related training of organizational personnel on budget processes, procedures, requirements, etc.
Develops consolidated budget, and reviews and drafts statements for justifying funding requests. Reviews budget submissions for compliance with rules, regulations, and procedures.
Performs other duties as assigned.

- Must be eligible for entry into the position’s financial management certification career program based on the position’s GS-grade and/or the candidate’s military rank before final approval and appointment is processed
- As a condition of continued employment and contingent on the employee’s military rank, the employee must complete the higher financial management certification within 24 months of appointment to the position.
- Candidate must obtain and maintain all compatible service specific military skill requirements in training and education; and, have the required military and civilian financial management certifications within 24 months of hire.
- Employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military rank and assignment in the District of Columbia Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;

Skilled in presenting formal training presentations and briefings; and,
Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE: The candidate must have at least three months of basic finance budget training or competencies that provided knowledge of financial principles and procedures. The candidate must have some understanding of the basic principles and concepts of the National Guard financial budget business program requirements
Education
Army National Guard Second and First Lieutenants
Must be actively pursuing an undergraduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college/university.
Army National Guard Enlisted GS-09
Must have a high school diploma or general education development (GED) diploma. An under- graduate degree from an accredited college/university is optimum.
Substitution of Education for Specialized Experience
To qualify for GS-0560 dual status technician positions on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Technician applicants, who completed the Army or the Air Force Financial Technical School course and were awarded the applicable and compatible military skills, are considered minimally qualified for the GS-07 or GS-09 entry-level position.
