You will serve as a Supervisory Human Resources Specialist for US Pacific Fleet, HRO Pearl Harbor, Hawaii. You will lead a team of HR Specialists and HR Assistants to advise the population of Pearl Harbor Naval Shipyard, CDR US Pacific Fleet, CDR Submarine Force Pacific, Pacific Missile Range and Facility, Navy Expeditionary Combat Command Pacific of COMPACFLT HUMAN RESOURCES OFFICE.
Duties
You will lead a full range of staffing services which includes advising, requiring research and analysis for the design, development, implementation and tracking of strategic plans for recruiting, developing and retaining skills for command.
You will develop and retain the skills needed to assist the serviced activity/command up through pre-employment processing and on-boarding of new employees.
You will consult with management on all personnel staffing matters with responsibility for resolving controversial, complex and difficult types of problem cases, developing strategic recruitment advisory services.
You will utilize networking/outreach efforts with community and professional groups and associations to determine where and how to find the talent needed to accomplish command goals.
You will conduct analysis and develop organizational design, position management and succession planning based on the mission, current staff and future staffing requirements of the activity/command being studied.
You will develop instruction, point papers, briefing papers and other correspondence to communicate decisions on complex or controversial personnel issues.
You will directly supervise a team of HR Specialists and Assistants who perform staffing/recruitment and classification services that vary in scope.
You will utilize subordinate teams to provide classification advisory services, reviewing and evaluating position/job descriptions, interpreting or analyzing, applying Office of Personnel Management (OPM) classification standards and guides.
You will have a thorough knowledge of human resources management policies, regulations, laws and processes.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: researching and analyzing federal human resources concepts, practices, laws, regulations, policies, and precedents related to staffing, recruitment, and classification sufficient to provide comprehensive HR management; and advise on methods of position management and strategic recruitment.
