The primary purpose of this position is to serve as the self-assessment program manager for 16 AF, providing critical data and indicators to identify risks across the staff and elevate issues to senior leadership in a continuous system structure to enable a culture of process improvement.
Organizational location of this position is: 16 AF, JBSA-Lackland AFB TX
Duties
DUTY 1 - Manages the Self-Assessment program.
DUTY 2 - Establishes, defines, and implements requirements for the/segments of the self-assessment program to ensure operations are in line with regulatory requirements, support goals, and mission requirements.
DUTY 3 - Participates in special studies and projects related to Self-Assessment program.
DUTY 4 - Oversees, directs, monitors, and conducts regulatory and non-regulatory staff assistance visits to monitor and enforce implementation and compliance with program directives. Prepares reports and briefs commanders on requirements and validity of recommendations.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- The employee may be required to work other than normal duty hours.

Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide personnel/manpower/services program administration responsibilities. Thorough knowledge of DoD, AF, Federal and industry policies, regulations, and organizational structure and mission as well as the principles, practices, and functions of personnel/manpower/services program administration to support operations and perform difficult and complex work assignments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide personnel/manpower/services program administration responsibilities.
2. Knowledge of the laws, regulations, principles, and practices of personnel/manpower/services program administration.
3. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
5. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.
6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
