Duties
You will serve as a Supervisory Fuels Specialist supervising the Administrative and Inventory Control staff establishing priorities of work, providing advice, oversight, counsel and detailed instruction on administrative matters.
You will Assist the Fuel Superintendent in obtaining, maintaining, analyzing, summarizing, and reporting budgetary data calls related to labor and non-labor Expenditures.
You will utilize budgetary data derived, Enterprise Resources Planning, Defense Budgetary Management System, and other budgetary sources to prepare reports, which are analyzed or furnished to the Fuel Director and Deputy Director.
You will perform frequent research on problem areas and make recommendations for resolution.
You will coordinate work effort with the FLCPH Business Office and Navy Petroleum Office Business Office to resolve problem areas, which are frequent and complex in nature, and respond to status of funds questions.
You will assist the Deputy Director in administrative functions such as personnel management, record keeping, suspense control, files management, centralized payroll, support rendered.
You will evaluate capability and accuracy of various systems and recommends approval, disapproval, or modification of budget requests.
You will analyze and negotiates operating budgets to ensure maximum quality and benefit to the Fuel Department for its Products and Services.
You will develop, analyze, review, and recommend funding and workload levels.
You will prepare a range of inventory surveys, financial analyses, certifications, and reports using a variety of technical reports and regional office data.
You will perform multiple and varied statistical and analytical reviews of the Fuel Department's labor and non-labor budget submissions.
Requirements

- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You may be required to travel up to 25%.
Qualifications
Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector using qualitative and quantitative techniques used to measure effectiveness, efficiency, and productivity of assigned programs to perform the following:
Applying analytical and evaluative methods and techniques required for developing new procedures and approaches to identify and resolve significant issues and problems of a unique nature.
Analyzing program, budgeting, and accounting detail to identify and apply significant data in preparing budget reports.
Planning, developing, conducting, and/or leading comprehensive studies and projects utilized to evaluate accounting surveys and certifications.
Providing supervision, oversight, direction, and/or guidance to junior personnel
Presenting data and recommendations in clear, concise, logical terms, in both oral and written formats
