The selectee of this position serves as a Management and Program Analyst responsible for providing a wide variety of specialized services that support the Department of Justice Asset Forfeiture Program mission.
This position is located in the Asset Forfeiture Division / Arlington, Virginia.
Duties
This is a developmental position. The target level for this training assignment is GS-0343-12, with an intervening grade level of GS-11. As a Management and Program Analyst at the GS-0343-9/11 grade level, some of your typical work assignments may include, but are not limited to, the following:
Managing a range of assets;
Managing financial systems and processes related to asset forfeiture;
Serving as a liaison with other Federal, state, and local government agencies on asset forfeiture operations to ensure compliance with business processes; and
Reviewing asset forfeiture operations to ensure compliance with established policies and procedures and effective methods and practices.

Qualifications
TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.
One year at the GS-07 grade level is required to meet the time-in-grade requirements for the GS-09 grade level.
One year at the GS-09 grade level is required to meet the time-in-grade requirements for the GS-11 grade level.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.
To qualify at the GS-09 grade level, you must meet one of the following:
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-07 grade level in the Federal service performing the following duties:
Maintaining accurate records in information and financial management systems;
Providing technical advice, and guidance regarding policies and procedures to employees, and managers;
Applying principles of management, and organization to seeking methods for continuous improvement of work products;
Troubleshooting, and advising on administrative issues, and concerns; AND
Drafting documents to provide information in response to requests from management.
OR
Education: You must have a master's degree or equivalent graduate degree, or 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree in Business Administration, Operations Management, or other directly related field demonstrating the knowledge, skills, and abilities necessary to do the work.
OR
Combination: You must have an equivalent combination of experience and education as described above that meets the total qualification requirements. Noting, only graduate education in excess of one year (18 semester hours) may be used when combining education and experience to qualify for positions at the GS-09 grade level.
To qualify at the GS-11 grade level, you must meet one of the following:
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-09 grade level in the Federal service performing the following duties:
Maintaining accurate, and balanced asset transaction records in information and financial management systems;
Providing technical advice, and guidance regarding policies and procedures for managing, and disposing of assets;
Applying qualitative, and quantitative analytical techniques to seeking methods for continuous improvement of work products;
Troubleshooting, and advising on a variety of problems, and issues related to the management and disposition of assets; AND
Drafting and editing contents of training materials, policies, and procedures.
OR
Education: You must have a Ph.D. or equivalent doctoral degree, or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree in Business Administration, Operations Management, or other directly related field demonstrating the knowledge, skills, and abilities necessary to do the work.
OR
Combination: You must have an equivalent combination of experience and education as described above that meets the total qualification requirements. Noting, only graduate education in excess of two years (36 semester hours) may be used when combining education and experience to qualify for positions at the GS-11 grade level.

Education
