The primary purpose of this position is to serve as a Civilian Analyst Development Lead, providing oversite, planning, policies, programs, projects, and initiatives for civilian analytic development.

Duties

Plans, organizes, and executes the DAF-wide policy and programs for civilian analyst force development, leadership development, and career development ensuring that programs comply with legal and regulatory requirements and meets customer needs DAF wide. Develops and implements talent management strategies across the DAF wide analytic community to include but not limit to Operations Analysts (15A), Operations Research Analysts (1515), and Data Scientists (1560). Establishes, develops, and maintains effective working relationships with SAF/AQ, HQ USAF/A1, HQ USSF/S1, AFPC, MAJCOMs and other Department of the Air Force and DoD organizations. Advises Science and Engineering Career Field Team on policies, programs, and processes regarding Operations Research Analysts (1515) and Data Scientists (1560). Reviews Science and Engineering career field developmental education policies and programs to assess impacts and make recommendations in support of 1515s and 1560s.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of analytical methods and techniques for application to civilian workforce management issues and complex management processes and systems. Expert knowledge and ability to analyze, data/products, plan and develop effective policies, goals, and sound management practices to successfully direct civilian personnel programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge relative to DAF military and civilian personnel policies, procedures, rules, guidelines, and instructions. Knowledge of a broad scope of analyst development, policies, principles, and procedures with emphasis on continuous development. 2. Knowledge and skill in applying analytical and evaluative methods and techniques, both qualitative and quantitative, and/or management and organizational principles to apply to readily observable programs, projects, and studies concerning the efficiency and effectiveness of operations and means to improve them. 3. Knowledge of and ability to collaborate and interact on project teams with multiple stakeholders, including peers, management, and external stakeholders. Knowledge of networking and relationship building to develop and maintain effective liaisons with internal/external stakeholders and customers. 4. Ability to communicate orally and in writing to prepare draft reports/documents; to utilize technology, websites, and email, and to disseminate information throughout the agency. 5. Knowledge of the functions and interactions of the SAF, HQ USAF, HQ USSF, OSD, OPM, AFPC, AETC and other organizations in the field of military and civilian leadership development. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
