You will serve as a Human Resources Division, Labor & Employee Relations Advisor for customers serviced by Naval Undersea Warfare Center, Division Keyport, Washington. (NAVUNSEAWARCENDIV KEYPORT WA). The NT-3 position is equal to a GS-9/10 position; the NT-4 position is equal to a GS-11/12 position.
Duties
You will serve as a Human Resources Advisor (Labor and Employee Relations) for both Employee Relations (ER) and Labor Relations (LR).
You will provide technical advice, products and support to maintain program compliance, support positive labor-management relations, and promote program awareness among internal customers.
You will prepare documents in accordance with the compliance and support of the ER and LR programs.
You will assist in development and delivery of policy/guidance to management officials and employees concerning ER and LR programs.
You will develop communication and counseling procedures to maintain effective relations between management and workforce.
You will provide support on the merit and requirements for successfully initiating and effecting disciplinary and adverse actions.
You will resolve complex problems affecting human resources programs and propose options and recommendations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating human resources programs (i.e., Labor/Employee Relations, Recruiting, Workforce Development) by verifying that policies are abiding by all applicable laws and regulations and advising management on necessary changes to ensure the compliance of an agency.
.For NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-5 through GS-8 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting in analysis of human resources programs (i.e., Labor/Employee Relations, Recruiting, Workforce Development) by verifying that policies are abiding by all applicable laws and regulations to ensure the compliance of an agency.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For NT-04: Successful completion of a Ph.D. or equivalent doctoral degree;
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.;

Possession of an LL.M. degree in a field directly related to the position being filled.
OR
For NT-03: Successful completion of a Master's or equivalent graduate degree;
OR
Successful completion of two full years of progressively higher level graduate education leading to a Master's degree;
OR
Possession of an LL.B. or J.D., in a field directly related to the position being filled.
