You will serve as the Deputy Human Resources Director (DHRD) for the Human Resources Office (HRO) at the Naval Undersea Warfare Center Division, Keyport. You will monitor and evaluate the quality and quantity of work performed by the Human Resources (HR) Staff, regulatory compliance and effectiveness of service to management and employees throughout the supported areas, maintain customer relations, and coordinate command initiatives within the division.

Duties

You will exercise broad technical and administrative oversight over the HRO and guarantee that each Command serviced receives the full Human Resources Management (HRM) support. You will recommend policy changes to the Human Resources Director (HRD) and speak on behalf the HRD on tactical Human Resources (HR) matters. You will participate in meetings and conferences as well as unplanned contacts; which require up-to-date technical familiarity with complex HR matters. You will ensure all Command level matters are brought to the HR Director for further guidance.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
