You will serve as a Human Resources Director (HRD) for the Naval Undersea Warfare Center (NUWC) Division, Keyport and the Naval Sea Logistics Center (NAVSEALOGCEN) Commanding Officers' principal advisor and technical authority on all Human Resources (HR) personnel policy and programs.
Duties
You will provide technical advice and guidance to the Commanding Officers, Officers-in-Charge, senior civilians, management officials, and principal HR Specialists in the Human Resources Office (HRO) ensuring consistency.
You will assist in the development of NUWC Division, Keyport and NAVSEALOGCEN’s Human Capital Strategy and is responsible for the implementation of new strategies.
You will plan and direct the Human Resources Management (HRM) programs designed to acquire, develop and shape the workforce to accomplish the missions and tasks of NUWC Division, Keyport and NAVSEALOGCEN.
You will discuss proposed policy changes with HRO Managers, Department Directors, employee organizations and Command to get their reactions, opinions, and
recommendations to ensure proper operations.
You will speak for Command when advising management officials on HRM program matters.
You will represent Command and has authority to speak for them on HR matters to local employee organization officials, regional and national union representatives, and to officials in private industry.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
