You will serve as a MANAGEMENT & PROGRAM ANALYST in the Life Cycle Management Division of CARRIER PLANNING ACTIVITY.

Duties

You will ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, work products, and services. You will articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. You will coach the team in the application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assists the team in identifying the parameters of a viable solution. You will lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization. You will train and mentor team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training. You will monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. You will serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. You will maintain program and administrative reference materials, project files, and relevant background documents and make available policies, procedures, and written instructions from the Supervisor. You will prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the supervisor. You will represent the team in dealing with the supervisor or manager for the purpose of obtaining resources and securing needed information or decisions from the supervisor on major work problems and issues that arise. You will report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs. You will represent the team consensus and convey the team's findings and recommendations in meetings and dealings with other team leaders, management, and other customers on issues related to the team's objectives, work products and/or tasks. You will estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensures that all team members participate in planning for achievement of team goals. You will research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, and analyze and improve team effectiveness, efficiency and work products. You will lead the team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made (e.g. in work methods, processes, and procedures). You will lead and coordinate the efforts of the 9-Step Working Group for aircraft carriers to forecast defensible aircraft carrier depot-level maintenance execution requirements to support annual Program Objective Memorandum (POM) submittals. You will identify, define, and analyze initiatives that affect the Operating and Support Costs of aircraft carriers, with particular emphasis on those initiatives related to depot-level maintenance execution requirements. You will ensure that the 9-step process accurately captures the impact of those approved initiatives that affect depot-level maintenance execution requirements and that they are accurately reflected in appropriate submittals. You will provide any reports and/or data as requested by outside activities and/or as requested by the branch manager. You will develop and document an effective analysis process whereby the Cost Wise Readiness (CWR) and 9-Step Processes are constantly improved in terms of the efficiency and fidelity of their outputs.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing, implementing, overseeing, or executing a maintenance program (e.g. monitoring trends, tracking, reporting) to achieve optimal readiness for the sustainment of an aircraft carrier or ship.
