Duties
Serves as technical specialist for the assigned Automated Information Systems (AISs) team with responsibility for assisting with the architectural design and/or development of the assigned AISs.
Responsible for performance analysis, data modeling, standards enforcement, and programming technical support running in a multiple operating system environment.
Analyzes Systems Change Requests (SCR) to determine user needs, and develops solutions in terms of architecture, database, and software design as applicable.
Performs research and analysis on state-of-the-art systems development methodologies, practices, tools and available technology to determine applicability, desirability and availability for potential utilization in assigned AIS or AIS Subsystem(s).
Determines impacts of software development decisions, plans, designs and specifications.
Serves as expert for assigned AIS/subsystem and participates in design/modification of software applications and interfaces.
Provides expertise and technical direction to team members in preparation of Software testing.
Provides technical expertise and remains informed regarding industry trends and standards impacting the development and maintenance of architectural platform(s) for AIS or AIS Subsystem(s).
Provides guidance in performing reviews of security accreditation and certifications such as with Security Technical Implementation Guides (STIGs) and Risk Management Framework (RMF).
Ensures new developments and major redevelopment efforts follow current Information Assurance regulations, policies and guidelines.
Participates in Readiness Reviews at deployment sites and verifies software/hardware environment meets specifications and that operations personnel are prepared to operate the software and hardware.

Qualifications
To qualify for an IT Specialist (SYSANALYSIS) your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time- in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Providing technical expertise to information system personnel responsible for system design and to other systems analysts responsible for related portions of the AIS during development of system architecture, database and software design.
Providing expertise to database administrators responsible for executing test cycles in backup and recovery procedures.
Developing requirements, recommendations, and alternatives for development, procurement and/or adaptation of software based on research, studies, and cost/benefit analysis.
Providing expertise to information system personnel on Information Assurance regulations, policies and guidelines.

Substitution of education may not be used in lieu of specialized experience for this grade level.
