This position is organizationally aligned under the Telehealth Department, Directorate of Medical Practice, located at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois; a complexity 1c facility.

Duties

Major duties include but are not limited to: Leads the Facility's efforts to integrate current and future Connected Health Modalities with healthcare providers and patients. The incumbent leads the facility's efforts and directs activities to support current and future Connected Health modalities (i.e., mobile health applications [apps], patient generated health data [PGHD], MHV, SM, and VHRC) with healthcare providers and patients and serves as liaison and administrator to national and facility teams. Develops mechanisms to evaluate and monitor the quality, safety, efficiency, utilization, productivity, and effectiveness of Connected Health. Supports communication initiatives, and coordinates facility implementation, training, communications, outreach, web health content, and support efforts. This position is responsible for establishing and managing communications plans that identify target audiences including appropriate messages, activities, and resources. Communications plans require change management and incorporate multiple channels to manage expectations and disseminate project progress. Provides oversight and guidance to assure that all technologies selected for use in Connected Health programs comply with the requirements of the Health Information Portability and Accountability Act (HIPAA) and other relevant VHA directives and guidance. This position is responsible for overall planning, coordination, implementation, management, and evaluation of clinical applications of Connected Health (i.e., mobile apps, PGHD, VHRC, and MHV/SM) at the facility and CBOCs, with emphasis on improving access to all Veterans. Works with facility Designated Learning Officer and Employee Education System to coordinate personnel and resources to develop educational and training programs/classes with the intent of increasing adoption of the various Connected Health modalities. Provides leadership to Connected Health and MHV facility leads to ensure that programs comply with internal (i.e., Office of Connected Care Conditions of Participation) and external (i.e., Joint Commission and Office of Inspector General) accreditation processes for Connected Health programs. Directs any related teams dealing with the establishment of a strategic plan for Connected Health service enhancements that prioritizes processes to delineate responsibilities for projects and targets dates for achievement. Develops, maintains, tracks, and disseminates, as appropriate, outcome measures, including clinical data, patient and staff travel costs, and patient and staff satisfaction measures. The employee must be able to demonstrate the knowledge and skills necessary to complete the duties of the position. Such knowledge and skills are identified in the Competence Assessment Checklist of the position and include knowledge and skills in: Communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsible for supporting and guiding Facility VHA public affairs officers and stakeholders about Connected Health's variety of modalities. Oversees Connected Health's online presence and web content and leads innovations to keep facility Connected Health on the cutting-edge. Ensures accountability via written communication as it relates to Connected Health as each of these communication skills contributes importantly to the way VHA communicates with Veterans, Congress, our dedicated volunteers, the public, and employees. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree or a LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of education and experience that provided you with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: adequacy of methods, procedures, and results; ability to apply skills and knowledge to routine and non-routine assignment; and adherence to basic policy and instructions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to a such a degree or a LL.B. or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of education and experience that provided you with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move form one geographic location of the facility to another.
