This position is organizationally aligned to the Resources Directorate at the Captain James A.
Lovell Federal Health Care Center, North Chicago, Illinois. The primary purpose of the
position is to provide full and complete staff support as the Facility's Onboarding Specialist
aligned to the Associate Director. This includes participating in and contributing to the
integration and coordination of administrative and allied health services in carrying out FHCC's
basic patient care mission.
Duties
Major Duties:
The incumbent provides the oversight, guidance, and direction to all Service Level Administrative
Officers and Clinical and Nonclinical Managers/Leaders.
Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
Assigns work to subordinates based on priorities, consideration, of the difficulty of work and
capabilities of employees; evaluates work performance of subordinates.
Gives advice, counsel, or instructions to employees on work and administrative matters.
Interviews candidates for subordinate positions, recommend appointments, promotions and
reassignments.
The incumbent participates in high-level conferences and special meetings concerning changes in
plans and procedures to the formulation of policies, providing data and information often critical
to the decisions and implementation of changes.
Expert knowledge and ability to apply a variety of management principles, theories and
processes with a high degree of resourcefulness, creativity, productivity, and ingenuity to
numerous projects, studies, investigations, and assignments.
Ability to analyze extensive program data, identify interrelationships and discrepancies,
along with preparing plans and proposals to address concerns that often impact FHCC and
other Medical Centers in the VISN.
Skill in oral and written communication, which includes preparation and presentation of
recommendations regarding complex FHCC and VISN issues based on analysis and
evaluation of the issues.
Effects minor disciplinary measures and recommend action for more serious cases.
Finds ways to improve production and increase the quality of work.
Work Schedule: Monday- Friday 0730am-0400pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS- 13 position you must have served 52 weeks at the GS-12 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and management processes; expert knowledge of the mission, organizations, structure, programs, and requirements of healthcare delivery systems, policies, processes, and procedures; skill in conducting analytical studies and projects relative to changes in the delivery of healthcare; demonstrated working knowledge of vehicles for care delivery to include telehealth, Care in the Community, contracting for care, strategic partnerships with other health care delivery sources, enrollment and eligibility regulations, and priority groups; knowledge of advanced management and organizational principles and practices along with comprehensive knowledge of planning, programming and budgeting regulations, guidelines and processes; skill in written communication with skill in preparation of technical reports, policy statements, special proposals, present briefings, convey recommendations, and attend meetings and conferences; and skill in oral communication with people from a wide variety of educational backgrounds..
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
