This position is located in the Office of the Director, Command Suite, at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois; a 1c complexity facility. The Lovell FHCC is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois and Wisconsin which provide medical and dental services to U.S. Military Veterans, Recruits, and Active Duty and eligible beneficiaries.

Duties

MAJOR DUTIES: Strategic Planning Conducts capital asset management reviews, Community Based Outpatient Clinic project development, and sharing agreements. Provides support to the FHCC Departments and VISN Planner, Leadership Council, Executive Support Council and Total Force Management to provide guidance and/or direction. Manages the formulation and development of organizational strategic plans in alignment with VISN and VHA strategic plans. Ensures that a strategic plan is developed each year with a planning session(s) to facilitate the content and buy-in by all leadership staff. The employee is responsible for developing, continuously updating the planning process, and ensuring that the planning priorities are well integrated into all operational structures of the FHCC. Employee is responsible for recommending and implementing administrative decisions directly affecting FHCC, strategic planning program/office, special project assignments (Clinical and Administrative) and Strategic Capital Investment Planning (SCIP}, Health Care Planning Model (HCPM), etc. Compliance Employee interprets Federal, VA, and VHA directives/administrative policies to compose and implement facility policies to meet the mission of the organization. Develops and presents written and oral presentations to Director, VISN Director, Central Office Leadership and members of congress. Works with congressional offices, VA Central Office, and facility officials, non-VA organizations, national, state, and local planning organizations, and Veteran Service Organizations to carry out FHCC functions. Work Schedule: 7:30a to 4;00p Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist -Strategic Planning Manager. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with leadership and administrators in healthcare planning, capital planning, and complex projects to solve problems in support of the delivery of patient care with an emphasis in database management and information management systems; applying organizational and system-wide strategies for continuous quality improvement; and experience running an administrative component of a health care delivery system. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary but does require frequent walking throughout the FHCC. Preferred Experience: Strategic Planning; Monitoring and evaluation of funded program initiatives that are implemented locally. Maintaining records of all decisions made and documentation of medical center wide input into all planning decisions at all levels of the facility. Tracking resource utilization and workload levels for all funded program enhancements and/or new programs. Preparing responses to reports, surveys, requests for information and other correspondence required by regulatory bodies, Medical Affiliates or community organizations. This involves soliciting, analyzing and evaluating data from clinical and administrative service chiefs and subsequently synthesizing this information comprehensive statistical and/or narrative reports. Serving on and/or advises Medical Center Committees: Strategic Planning Committee, Master Planning Committee, Facilities Project and Coordination Committee, Space Planning and Utilization Committee, FDP Management Team and other committees as assigned.
