This position is located in the Office of the Associate Director at Captain James A. Lovell Federal Health Care Center (FHCC) located in North Chicago, IL. FHCC is larger than just a single facility, rather it is a system of facilities throughout northeastern Illinois and southeastern Wisconsin which provide medical and dental services to U.S. Military Veterans, Active Duty Recruits, and eligible beneficiaries.
Duties
Major duties and responsibilities include but are not limited to the following:
Program Responsibilities (25%)
- Provides access related consultative services, working in collaboration with facility Service Lines, to review and develop guidance and policies that will facilitate standardized processes within the facility and applicable CBOCs, etc.
- Review and provide input on regulations and policies for local interpretation, utilizing local group practice management and communication strategies. Works as part of an in-house team to ensure a wide range of local factors are considered in the application of national policies and procedures.
Veteran Experience Responsibilities (15%)
- Works with Veteran Experience Officers within the local facility to evaluate patient and family concerns regarding the access to services needed
- Assists supervisor in coordinating efforts to ensure patient concerns are received, evaluated, and addressed in a timely and effective manner by the appropriate subject matter experts.
- Provides accurate data to ensure that processes and procedures . developed are appropriately supported.
Project Administration (25%)
- Incumbent utilizes advanced principles and strategies for access improvement to review and provide recommendations to Clinical Leads (CLs), including identifying strategies to reduce backlog.
- Monitors existing or emerging workflow issues; monitors consult management issues and provide guidance to CLs and Administrative Leads (ALs) when required. Monitors Information Technology (IT) usage and issues and provide information or assistance to CLs as needed.
Budget Guidance (10%)
- Assists clinic managers in forecasting the impact of staff changes and developing countermeasures to mitigate the effect of staff shortages on access to care. Makes recommendations to managers regarding allocation of resources, including potential use of community care options.
- Monitors, and makes recommendations to adjust plans to effectively and cost-efficiently accomplish the mission within budgetary constraints. Performs cost analysis and cost effectiveness studies to determine make/buy decisions t0. address gaps.
- Works closely with clinic managers to formulate budget recommendations for all outpatient clinical services to allocate all available resources to achieve optimal outcomes in access to care and the Veteran Experience
Office Program Planning Work (15%)
- Provides administrative program advice for ambulatory care clinical support services. This may include interpreting policies, making recommendations for local policies, assisting managers in defining administrative requirements, and/or providing advice to higher level leadership on related issues. - Evaluates and monitors administrative activities and make substantive recommendations for program improvements.
- Other duties
Liaison and Communication (10%)
- Acts as a liaison or point person for communications with persons and/or groups internal or external to the facility, representing Group Practice Management on clinical access issues. Promotes effective communication and optimal information flow Within the clinics. Follows the established communication plan regarding reporting procedures for CPM access. Identifies modes of communication and reporting templates. Utilizes or creates standardized templates for Access Reporting.
- In the absence of the supervisor, may act as a representative of ambulatory care - management and the Chief of Staff with appropriate professional groups and administrative staff in an effort to coordinate activities and resolve any problems.
- Establishes and maintain good relations with various groups and organizations, including other medical centers, medical societies, medical schools, colleges and universities, accrediting agencies, public health officials and organizations, volunteer work groups, and the community at large.

BASIC REQUIREMENTS:
You must have one of the following:
EDUCATION: Undergraduate or Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR,
EXPERIENCE: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:- Missions, organizations, programs, and requirements of health care delivery systems;- Regulations and standards of various regulatory and credentialing groups; and- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized Experience - GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: In-depth knowledge of healthcare service administration, continuous quality improvement, data analysis, and healthcare principles, theories and practices; skill in applying advanced qualitative and quantitative techniques and methods to perform management analysis of programs; extensive knowledge of the characteristics of the health care delivery system service, organizations, programs, and requirements of healthcare delivery systems; comprehensive knowledge of broad agency administrative practices such as correspondence control practices, office processes, regulations, and rules in keeping with senior management decision makers affecting the administration and delivery of healthcare services; skill in hospital administration principles, theories, and practices; ability to independently investigate issues, analyze problems, and present both written and oral recommendations.
