About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Science and Technology Directorate, Data and Modeling Division, Charlottesville, VA 22911.
Duties
Serves as organizational analyst with responsibility for providing support to the range of Army and DoD modeling and simulation (M and S) users and developers.
Coordinates the acquisition, development and application of M and S tools and techniques to enhance the quality of S and T and GMI intelligence products and the efficiency of National Ground Intelligence Center (NGIC) analytical processes.
Provides specifics on NGIC intelligence production capabilities, products, and assessments.
Participates in development of program scope, emphasis and analytical objectives based on customer and NGIC analytical requirements, technological developments, and support needed from other NGIC elements.
Coordinates technical requirements for M and S tools and techniques for use by NGIC analysts through the use of the NGIC M and S Requirements Management and NGIC M and S Configuration Management databases.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

THIS IS A DEVELOPMENTAL POSITION HIRING ATTHE GG-7 OR GG-09 LEVEL ONLY WITH FULL PERFORMANCE LEVEL (FPL) TO THE GG-12 LEVEL. Employee may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2). If there is higher level work at the developmental/target grade level. (3) Assignment of increased responsibilities. (4) Recommendation for promotion by supervisor. (5) Satisfactory completion of all required training. (6) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed.
NOTE: Current Department of Army employees at the full performance level of this series will be excluded for consideration for this position.

GG-7
One year of specialized experience equivalent to at least the GG/GS-05 grade level in the Federal service which includes experience in and with physical science or engineering disciplines, or knowledge of a variety of software languages and tools to facilitate the representation of physical systems in a simulated environment.
GG-9
One year of specialized experience equivalent to at least the GG/GS-07 grade level in the Federal service which includes Experience in applying physical science and engineering principles and methodologies to the development of custom software code that will represent physical systems in a simulated environment.
