This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, Office of the Associate Administrator. The duty location for this position is Rockville, MD.
Duties
This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
Major Duties
As a Supervisory Public Health Analyst, you serve as a principal advisor to the Bureau of Health Workforce (BHW) Associate Administrator and the Deputy Associate Administrators on strategies, program goals and decisions regarding behavioral health program and national policies.
Your major duties and responsibilities include:
Providing leadership and direction to BHW program officials in assessing and implementing plans, policies and operations which support the behavioral health workforce goals of the Bureau.
Initiating and implementing modifications in the program that will improve the quality of behavioral health care nationally and will assure appropriate integration of health disciplines for the achievement of organizational goals.
Planning, administering, coordinating, and evaluating all aspects of the behavioral health program of the Bureau in terms of its impact nationwide.
Making recommendations for Bureau direction as well as the acquisition of specialized expertise and allocation of funds to improve and strengthen the quality of services.

QUALIFICATION REQUIREMENTS:
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or public health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In addition to the above five Public Health competencies, to qualify for this GS-15 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis:
1. Providing subject matter expertise and consultation on health resources, resource delivery models, and funding mechanisms for behavioral health programs or behavioral health workforce programs.
AND
2. Establishing goals, operational plans and programs for behavioral health or behavioral health workforce programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets, and explains the impacts of health policies, proposals, and legislation on public health programs.
STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
