The Bureau of Reclamation Water Resources and Planning Office is seeking interested internal candidates to be considered for a professional development opportunity! This opportunity is for a detail or temporary promotion, not to exceed 120 days. Incumbent(s) will work with other WRPO employees to coordinate WaterSMART Program activities and learn about a wide range of water management issues and projects.

Duties
Work with WRPO program coordinators to facilitate the competitive selection of grant applications for WaterSMART funding, including applying the principles of project management to lead teams of employees from across Reclamation to accomplish the review, ranking, and selection process.
Collaborate with others to prepare for grant application meetings, facilitate discussion, resolve issues during meetings, and communicate with financial assistance staff during the review process.
Conduct follow-up activities after the Application Review Committee has completed its work, including resolving requests for clarifying information from applicants, preparation of ranking spreadsheets for communication with regional offices, development of briefing materials for the Commissioner, and development of news releases and descriptions of selected projects.
Depending on the length of the assignment, incumbent(s) may also prepare and conduct debriefing teleconferences with unsuccessful grant applicants to explain selection results; update program information for Reclamation's website; and gather information to respond to congressional inquiries about the program.
Prepare and manage the annual program budget, including responding to inquiries with information and analysis, tracking expenditures, and reporting on accomplishments.
Represent Reclamation in presentations to large groups of stakeholders and the public and serve as Reclamation's primary point of contact for the public for one of the WaterSMART programs.
Qualifications
Applicants already at the GS-13 grade level will be considered for a detail opportunity only.
Applicants at the GS-11 or GS-12 grade level applying for a temporary promotion to the GS-12 or GS-13 grade level, respectively, must have 1 year of specialized experience and meet time-in-grade restrictions by the closing date of this interest announcement as defined below:
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service demonstrating at least 4 of the following 6 activities: (1) participating in management and coordination activities related to Reclamation's water resources management programs, including water efficiency, water reuse, drought resilience, watershed management, climate change, or aquatic ecosystem programs; (2) using analytical techniques to evaluate water resources management programs, policies, or requirements; (3) preparation of briefing documents for Reclamation's leadership; (4) preparing budget documents and information related to program accomplishments; (5) participating in the development or review of policy, directives and standards, or requirements such as funding criteria, related to water resources management programs; and (6) communicating with the public to explain or answer questions about programs or decisions made by Reclamation.
To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in the Federal service demonstrating at least 5 of the following 6 activities: (1) participating in management and coordination activities related to Reclamation's water resources management programs, including water efficiency, water reuse, drought resilience, watershed management, climate change, or aquatic ecosystem programs; (2) using analytical techniques to evaluate water resources management programs, policies, or requirements; (3) preparation of briefing documents for Reclamation's leadership and participation in briefings; (4) preparing budget documents and information related to program accomplishments; (5) participating in the development or review of policy, directives and standards, or requirements such as funding criteria, related to water resources management programs; and (6) communicating with the public to explain or answer questions about programs or decisions made by Reclamation.
Education
This position does not allow for substituting education for experience.
