About the Position: The incumbent serves as a Human Resources Specialist. This position is assigned to the Deputy Chief of Staff for Personnel, Office of Human Capital (NBA), APG MD.
Duties
Serves as human resources advisor on a diverse spectrum of human resources management (HRM) functions at CECOM, Life Cycle Management Command (LCMC).
Represents the command at meetings, conferences and workshops on human resource matters.
Provides expert staff advisory services to the CECOM LCMC commander and his staff, senior leadership, and management officials on specific and command-wide issues that impact either a single HRM function or multiple program areas.
Serves as staff action officer on special projects or comprehensive studies to develop or evaluate proposals or initiatives to improve the effectiveness and efficiency of the command HRM performance.
Compiles statistical and narrative data used to evaluate programs and recommends corrective actions/improvements as required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
Qualifications
CECOM is participating in an alternative personnel system known as the Acquisition Demonstration Project. The NH-03 pay band is equivalent to the GS-12, Step 01 to GS-13,Step 10; this position, however, is subject to an internal organization control point at the NH-03 Non-Supervisory Journey Professional control point via CECOM control point policy and therefore pay may not be set above the GS-13, Step 05 level. Pay will be set between $99,200 and $133,692.

Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level or band which includes: 1) Interpreting human resources (HR) regulations; 2) Developing HR policies and guidance AND 3) Promote and provide administrative oversight of special programs within the command. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/ GS-11).
