About the Position: Incumbent performs a wide variety of budget functions involving the formulation, justification and execution of budgets for the Medical Readiness Command, East (MRC,E) and subordinate organizations. Fort Belvoir is approximately 15 miles southwest of Washington, D.C., five miles from Alexandria, VA and next door to the community of Mount Vernon, VA.

Duties

Prepares and advises managers and action officers on the preparation of detailed budget estimates, justification statements, and budget execution plans for programs within assigned areas. Establishes financial and budgetary goals, timetables, milestones, and other criteria against which the relative costs and benefits of programs can be measured. Determines the propriety and cost effectiveness of funding requests. Assists assigned areas with the programming, analysis and control of funds. Advises superiors on administration of the financial management program. Serves as team leader, monitoring the work performed by GS-12 budget analysts in the MRC G8 to ensure that the supervisor’s instructions on work priorities, methods, deadlines and quality have been met.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
• This is a Financial Management Level 2 Certified position. Failure to obtain this certification within 2 years may subject the incumbent to adverse action.
