About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command U.S. Army Counterintelligence Command HQ Fort Meade MD.

Duties

Serves as supervisor of the US Army Counterintelligence Command Guard Force, engaged in providing security for a compound containing special compartmented information and/or special equipment, in USACIC complex and its internal restricted areas. Develops and implements plans to ensure security procedures are followed in accordance with Army Regulation. Maintains key control system for all exterior doors, fire exit doors, and inner security doors as well as selected doors within the building. Coordinates with representatives of other units/activities as required on the handling of visiting dignitaries and VIPs to the USACIC complex, and Group Physical Security Officer on matters pertaining to physical security of USACIC complex.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Incumbent is subject to recall after duty hours in case of emergencies.
  • Must be willing to undergo a medical examination and meet minimum requirements IAW OPM qualification standards for Guard Series, 085. Personnel unable to meet minimum requirements will not be retained.
  • Must be willing to work irregular hours, shift, holiday, and weekend work.
  • Employee must qualify with firearm annually on the Military Police Firearms Qualification Course IAW AR 190-56. Personnel found unable to qualify with firearms in two consecutive attempts will not be retained.
  • Employee must also be trained in the use of firearms semi-annually and follow guidelines established and set forth in AR 190-56.
  • Must be able to pass the Army Defensive Driver Training Course.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968 . Persons convicted of a misdemeanor crime of domestic violence are not eligible for this position.
  • This position is designated as a KEY position, meaning the position cannot be vacated during war or a national emergency without seriously impairing the mission.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • TDY may be required up to 25% of the time.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS/GG-07). OR For External Candidates (Those candidates without current or prior Federal permanent competitive or excepted service employment): One year or more of specialized experience which includes experience managing Security Guards/personnel (planning, scheduling, assigning, and reviewing the work of the subordinate staff), controlling personnel access by monitoring the identification of individuals entering controlled areas and safeguarding personnel, information, operations, and/or critical assets in accordance with a wide variety of Federal rules and/or agency/local regulations/policies. This definition of specialized experience is typical of work performed at the next lower grade/level position outside the federal service (GS/GG-08).
