You will serve as a Supervisory Financial Management Analyst in the Ship Maintenance/ Accounting Division of SOUTHWEST REGIONAL MAINTENANCE CENTER.

Duties

You will be responsible for continuous review, analysis, and appraisal of accounts on a program basis, ensuring funds are properly received, accepted and applied to authorized contracting actions. You will work in tandem with other equivalent level Branch Heads to develop standard systems and related accounting procedures designed to control and account for the financial activities of the Accounting/ Ship Maintenance Division. You will provide regular reports and briefings to management on the effectiveness of fund execution and opportunities to improve methods. You will serve as the Ship Maintenance Branch Head working in the Ship Maintenance/ Accounting Division. You will assist project managers and administrative Contracting Officers with funding issues, provide options, and alternatives to resolve funding problems incident to repair overhaul conversion alterations and berthing of naval vessels at shipyards.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing financial management and analysis by identifying, analyzing and resolving budgetary or financial constraints to develop alternative methods of funding or formulate budget estimates for a ship maintenance program.
