Duties

Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise in assessing the productivity, effectiveness, and efficiency of Office of Field Operations human capital efforts resolving complex problems related to position management, staffing and placement, performance management, awards, and worker's compensation. This position starts at a salary of $119,254.00 (GS-13, Step 1) to $155,034.00 (GS-13, Step 10) with promotion potential to $155,034 (GS-13 Step 10). In this position, you will strengthen the Department's ability to perform homeland security functions by becoming a valuable member of a team of administrative professionals. Typical work assignments include: Assessing the productivity, effectiveness, and efficiency of Office of Field Operations human capital efforts resolving complex problems related to position management, staffing and placement, performance management, awards, and worker's compensation Advising on changes to organizational structures, organizational charts, and mission and function statements to implement reorganizations, or changes in program administration, to reduce or eliminate functional overlap among the assigned programs Analyzing progress on the execution of hiring plans to ensure the desired results are achieved and that assigned programs goals and objectives are achieved Facilitating the effective filling of vacancies coordinating between assigned offices and CBP's Office of Human Resources Management (HRM) Hiring Center

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing and analyzing progress on a comprehensive recruitment plan for the Offices and providing data reporting all supported offices to capture employment levels and recruitment trends Monitoring progress on the execution of the hiring plans and working with budget to ensure that position and funding ceilings are not exceeded and employment requirements are reviewed Providing support in developing and analyzing employee performance award and appraisal data; coordinating vetting issues and hardship transfer requests; overseeing the worker's compensation program; and providing technical assistance to field office personnel Researching and advising on significant personnel program changes or developments and providing evaluation of a variety of programs and policies related to workforce management NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/29/2024.
