This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Medicare Drug and Health Plan Contract Administration Group (MCAG), Division of Surveillance, Compliance and Marketing (DSCM). As a Supervisory Health Insurance Specialist, GS-0107-15, you will oversee operations and management of staff and activities of Medicare Advantage and Part D plan compliance, marketing and communication activities.

Duties

Overseeing the development of all data-driven and ad-hoc Part C monitoring activities and compliance actions such as issuing notices of noncompliance, warning letters, requests for business plans and corrective action plans. Managing the development of all Medicare Advantage and Part D marketing and communications policies and requirements, such as writing regulations, interpreting those regulations and the issuing guidance to the industry on a regular and ad hoc basis. Monitoring the performance of Medicare Advantage plans’ and adhere to all Medicare Advantage program requirements. Planning staff work sets, adjusts short- and long-term priorities, and preparing timelines and schedules for completion of work Providing information related to the impact on Medicare contractors of compliance with policy, legislation, and regulation of Medicare contractors.

Qualifications

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Directing, planning, and/or overseeing the operations and management of staff and activities responsible for Medicare contractor compliance, surveillance and oversight; 2) Coordinating efforts to standardize operational policies to regularize the oversight of Medicare Part C or D marketing activities; AND 3) Identifying process improvements and policy changes based on the interpretation of legislative and/or regulatory changes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
