This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.

Duties

This position supports transforming HR operations by leveraging the ServiceNow platform to streamline processes, enhance employee experiences, and, improve organizational efficiency. This role requires a blend of technical expertise, HR knowledge, and project management skills to deliver high-quality solutions. Collaborates with HR stakeholders to understand requirements, identify opportunities for automation, and writes stories for design solutions. Lead projects from initiation through completion to include implementation and operations and maintenance, ensuring adherence to timelines and quality standards. Develops and maintains documentation, including process workflows, user guides, and training materials. Conducts user acceptance testing (UAT) to ensure functionality, data integrity, and user satisfaction. Provides end-user training, support, and troubleshooting for ServiceNow HR applications, addressing inquiries, troubleshooting, and resolving issues in a timely manner. Collaborates with cross-functional teams, including IT, HR, and business units on integrations, defects, and system enhancements. Stays informed about ServiceNow HR best practices, industry trends, and emerging technologies to recommend innovative solutions and continuous improvement opportunities. Monitors system performance, user adoption, and feedback to identify areas for optimization, training, and enhancement. Participates in regular meetings, status updates, and project reviews to communicate progress, risks, and key milestones. Prepare reports and dashboards.

Qualifications

ZA-II Applicants may qualify for the position in one of the following ways: A Master's degree or equivalent graduate degree in a field related to the position. OR 2 full years of progressively higher level graduate education leading to a degree in a field related to the position. OR Applicants must have one year of specialized experience equivalent to at least the GS-07 level (or ZA-I at NIST). Specialized experience is defined as experience in at least two of the following, related to HR Systems: gathering system requirements; writing user stories for system requirements; testing system requirements, creating system user guides and/or videos for training. ZA-III To qualify, applicants must have one year of specialized experience equivalent to at least the GS-11 level (or ZA-II at NIST). Specialized experience is defined as experience supporting HR operations and service delivery on the Service Now platform to include creating reports and dashboards; collaborating with human resources stakeholders to gather, document, and test system requirements; and create and deliver training. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
