Duties
The right candidate has strong leadership skills that contribute to cultivating and leading a Team of HR Specialists/Assistants. They will possess expert technical knowledge in at least two of the following programs: Employee Relations, Labor Relations, Awards and Recognition, Performance Management and/or Anti-Harassment. The Team provides advice and guidance to agency management and employees on a range of employment issues regarding performance, awards, conduct, and anti-harassment. The Team Leader/Supervisory HR Specialist also provides a degree of strategic level engagement for the programs. This position works collaboratively with various organizations both within and outside of HR, such as the Office of Equal Employment Opportunity and Accessibility, Office of Information Systems Management, Office of Diversity, Equity, and Inclusivity, Office of General Counsel, the Department of Commerce Office of Human Resources Management, and others.
Duties include:
Plans and directs work, assigns tasks, evaluates work performed, advises employees, selects applicants to fill vacant positions, handles complaints, grievances, and disciplinary problems regarding subordinate staff. Ensures adequate training of subordinates. Provides organizational direction, guidance, and advice to staff on assignments and programs.
Produces reports, studies, and strategic plans incorporating OHRM, agency, and Department mission, goals, and outcomes.
Oversees the development of policies, procedures, and directives on various HR programs, including performance, labor relations, employee relations, anti-harassment, and awards. Streamlines processes where needed to realize efficiencies.
Collaborates with other HR functions to analyze and develop solutions to address complex and sensitive issues.
Evaluates team productivity, quality, regulatory compliance, and technical competence. Makes changes in work assignments and workflow; balances workload among positions to increase effectiveness of operations and offers suggestions for improvements.
Performs other related duties as assigned.

Qualifications
To qualify, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-13 level (ZA-III for NIST). Specialized experience is defined as experience providing broad range of operational expertise in employee relations and at least one of the following program areas: labor relations, awards and recognition, anti-harassment, or performance management. The candidate also must have strong leadership skills as evidenced by performing supervisory duties or managing a human resources functional program area agency-wide in scope and complexity.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
