Duties
Provide leadership, direction, and guidance to the people and programs of the Workforce Analytics and Technology Division within OHRM.
Serve in a key leadership position and as a member of the OHRM management team.
Serve as a second-line supervisor over the staff in the division and as a first-line supervisor to the team leaders of the division.
Innovate and implement strategies that facilitate data-driven decision-making and align with the overall mission and goals of the organization.
Make strategic decisions regarding program design, resource allocation, and policy development in complex and ambiguous situations.
Primary programmatic areas of responsibility include data analytics, HR information systems, automation, and technology.
Ensure high-quality customer service and develop strong partnerships both within the organization and with external clients and stakeholders.
Exercise strong leadership skills, vision, initiative, and creative thinking to assess data and information, establish robust plans and partnerships, and effectively execute change to ensure overall programmatic goals are met.
Influence strategic workforce management and organizational efficiency and effectiveness through innovative strategies.
Collaborate closely with senior management, HR leaders, and key stakeholders to align workforce analytics and technology with strategic objectives.
Serve as a primary advisor to the OHRM Director and Deputy and to other senior leaders across NIST.
Engage with external thought leaders, industry experts, and partners to integrate best practices and emerging trends.
Serve as OU information system owner and partner with key stakeholders on information security and privacy.

Qualifications
To qualify, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-14 level (ZA-IV at NIST). Specialized experience is defined as experience leading and/or supervising a team responsible for HR data analytics, systems, and automation impacting organizational efficiency and effectiveness.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
