Duties
Serves as the division chief of the Leadership and Organizational Development Division, leading the development and execution of organization-wide learning and development programs. Implements innovative and comprehensive employee and organizational development strategies to aid in employee engagement that aligns with the overall agency mission and goals. Leads and supervises a team of professionals, fostering a culture of continuous improvement and professional growth. Employs expert judgment and discretion in tailoring learning, development, human capital, workforce planning, orientation/onboarding, and succession initiatives to meet diverse organizational needs. Makes strategic decisions regarding program design, resource allocation, and policy development. Drives critical change initiatives, enhancing organizational effectiveness and adapting to evolving workforce needs. Collaborates closely with senior management, HR leaders, and key stakeholders to align learning and development efforts with strategic objectives.

Qualifications
To qualify, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-14 level (ZA-IV at NIST). Specialized experience is defined as experience directing, implementing, and evaluating training, leadership, and individual/organizational development programs; supervising a team of professionals, fostering a culture of continuous improvement and professional growth; and providing guidance, consulting, and technical advice to clients on development and human capital policies and procedures.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
