You will serve as a Supervisory Supply Management Specialist in the Material Kitting Branch (Code 531), Job Readiness Cell Division, Supply Department, Portsmouth Naval Shipyard, Kittery, Maine.

Duties

You will serve as the single POC with overall responsibility of all logistics for material, tool, and consumable handling from job planning to job execution in support of the on-time delivery of submarines executed by Portsmouth Naval Shipyard (PNS). You will plan, develop, and carry out vital supply projects and programs which are central to the mission of the Shipyard in support of refurbishing and modernizing naval ships. You will coordinate with production and oversee material and tooling requirements, acquisition of supplies and materials, managing property accountability systems, and assure that material and tooling is in place where and when needed. You will conduct surveys and studies of supply operations to determine proper application of improved supply methods or approved industry techniques. You will coordinate with Work Packaging, Work Control, Tagout, Tool Function, and the Project Team to ensure that the Supply/Material Kitting functions are completed on time. You will assign work, provide technical guidance, personnel management, performance management, position management, oversee training, recommend promotions, approve leave, recommend awards, resolve disciplinary issues, and administer EEO policies.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Occasional overtime may be required.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience supervising, planning, organizing, and directing the activities of supply programs to ensure material readiness for execution. Experience complying with legal and regulatory requirements to meet customer needs. Experience understanding project management fundamentals of critical chain work to support submarine maintenance. Experience researching, interpreting, analyzing, and applying policies to complete assigned duties. Experience identifying need for changes in priorities and taking action to implement such changes. Experience performing supervisory duties such as assigning and prioritizing work; providing technical guidance, personnel, performance and position management; identifying training needs; interviewing/ selecting candidates for vacancies; recommending promotions and awards; resolving disciplinary issues and administering EEO policies.
