You will serve as a Supervisory Supply Management Specialist in the Compliance Audit & Strategic Analysis Branch (Code 510), Supply Material Support Division, Supply Department, Portsmouth Naval Shipyard, Kittery, Maine.

Duties

You will serve as functional expert and Programs Manager for Supply Compliance Audit and Strategic Analysis, Financial Improvement and Audit Readiness (FIAR) compliance for the Shipyard supply chain IAW all Naval and Shipyard regulations. You will manage the supply quality assurance process and ensure the execution of all department internal audits; and manage procedural compliance and adherence to regulations/policy across multiple supply disciplines to include FIAR and inventories. You will develop and initiate administrative procedures and controls to ensure waterfront material support work is performed in a timely manner within time and budget constraints. You will serve as the primary liaison for PNSY with the supply chain including Defense Logistic Agency and other DoD agencies to ensure all material analysis and planning to support improvements to the Naval Shipyard Supply Chain. You will assign work; provide technical guidance, personnel, performance, position management; identify training needs; interview/select candidates for vacancies; recommend promotions/awards; resolve disciplinary issues and administer EEO policies.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

  • Occasional overtime may be required.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience with supply policy, programs, operations, concepts and principles to develop new or revised policies and support analysis of supply and maintenance procedures, reporting requirements, planning, programming, and budget and life cycle management procedures. Mastery level experience with DoD supply management programs to manage shipyard supply operations, including, requirements determination, budgeting, acquisition, storage, inventory management, distribution, property utilization, consumption, quality control, formal accountability, and disposal. Experience analyzing and evaluating the efficiency and effectiveness of supply program operations and making recommendations for improvement; developing and implementing new procedures and practices to improve processes. Experience communicating both in person and in writing to inform, advise, persuade, and defend controversial actions/policy decisions in meetings and conferences with very high level government and industry partners; communicating with all levels within and outside the command to facilitate overall achievement of program requirements. Experience performing supervisory duties such as assigning and prioritizing work; providing technical guidance, personnel, performance and position management; identifying training needs; interviewing/selecting candidates for vacancies; recommending promotions and awards; resolving disciplinary issues and administering EEO policies.
