Duties
Serves as a senior member or coordinator of a project/program support team responsible for business systems requirements assessment, evaluation, analysis, planning, design,
(continued) development, validation, implementation, etc. and maintenance of an assigned area/subsystem in DLA Information Operations J62D.
Performs "level of effort" assessment/impact analysis in concert with customers, coworkers, and system users for fixes, enhancements and other changes based on high level business requirements.
Evaluates and analyzes the customer's business system requirements for feasibility, cost-effectiveness, integrity, completeness, compliance, compatibility and testability.
Assists in the evaluation, selection and integration of commercial-off-the-shelf (COTS) and/or Government-off-the-shelf (GOTS) solutions.
Identifies and defines system interface requirements with other ancillary automated information systems(AIS) that support DLA's logistics business.
Oversees implementation and maintenance of system software modifications. Participates in release management, software transition, and deployment activities.
Tests and validates that all software modifications meet system specifications and that they fulfill the approved business system requirements. Coordinates as necessary to develop and execute a comprehensive test program.
Develops functional designs, operational concepts; detailed inputs/outputs, system interrelationships, and processing logic.
Conducts and/or participates in the research and investigation of technological developments that have the potential to improve the design, modification, testing,
(continued) installation, implementation, etc. and support of new or existing applications software.

Qualifications
To qualify for an IT Specialist (SYSANALYSIS) your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-11:
-Performs "level of effort" assessment/impact analysis in concert with customers, coworkers, and system users for fixes, enhancements and other changes based on high level business requirements.
-Identifies and defines system interface requirements with ancillary automated information systems (AIS).
-Elicits and interprets customers' systems requirements through brainstorming, research and analysis, focus groups, interviews, observation, prototyping, requirements workshops, on-site visits, and/or one-on-one meetings.
-Assists in the evaluation, selection and integration of commercial-off-the-shelf (COTS) and/or Government-off-the-shelf (GOTS) solutions.
GS-12:
-Designs and develops an appropriate IT solution that fully satisfies the customer's business systems requirements.
-Develops functional designs, operational concepts; detailed inputs/outputs, system interrelationships, and processing logic.
B. Education: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOUMUST SUBMIT A TRANSCRIPT as supplemental documentation.
To qualify based on education in lieu of specialized experience, you must possess:
GS-11: Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the develop mentor adaptation of applications, systems or networks or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
GS-12: Applicants may not qualify for this position based on education in lieu of specialized experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
