About the Position: Serves as a program analyst within a Project Management Office, International Programs Division, of the Program Executive Officer (PEO).
Duties
Serve as program analyst and financial within a Project management Office of the PEO for resource management, budget and execution.
Provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
Maintain audit compliant control over the receipt and issuance of funds.
Review basic budgetary regulations, directives, prior activities, and other available guidance to ensure compliance with budget constraints.
Prepare comprehensive responses and justification materials for assigned programs.
Manage and maintain spend plans requirements based on organizational and higher-level guidance, policy and regulation
Identify program changes that may impact funding requirements and offer/apply mitigating solutions
Participate as the financial functional Subject Matter Expect for assigned IPT programs
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time
- Selectee must meet the DoDI 5000.66 requirements applicable to the Career Category of BUSINESS - FINANCIAL MANAGEMENT (BUS-FM) and Practitioner Career Certification must be met within 60 months of entrance on duty.
- This is a Financial Management Level II Certified position. This certification must be obtained within 24 months of appointment. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- One year trial/probationary period may be required.

Specialized Experience: One year of specialized experience which includes developing budgetary estimates and justifications/rationale for Foreign Military Sales (FMS), International Programs, Cooperative Partners, and Production Support Orders (PSO) in accordance with appropriate procedures, policies and regulations. Analyze reports in relation to program documents, operating plans, budget documents, supporting schedules, staff studies of problem areas, etc., and the interrelationships of functions that could have an adverse effect. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/GS-11 equivalent.
