You will serve as a Supervisory Engineering Technician in the Waterfront Operations Department of the Office of the Supervisor of Shipbuilding, Conversion, and Repair. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NJ-4 broadband level encompasses positions equivalent to GS-12 and GS-13.

Duties

You will be responsible for the Command's radiological controls, radiation health and emergency planning programs. You will be responsible for nuclear material accountability, receiving, storage, shipment and security as well as performing audits in support of nuclear key events. You will serve as a subject matter expert and technical consultant in the field of nuclear operations associated with the construction, overhaul, and/or inactivation of aircraft carriers and submarines. You will make recommendations concerning the adequacy of specifications affecting nuclear programs when requested by NAVSEA, Naval Reactors, or other Program/Project Managers. You will coordinate efforts and maintain liaison through meetings and conferences with Contractor supervisors, engineers, vendors, and other engineering personnel within the organization and from other naval commands. You will make independent decisions to resolve issues and establish requirements for the design of a specific system, ship, policy, or program. You will anticipate major problems, recognize future program needs, implement, or recommend new or improved standards and procedures related to various nuclear programs. You will manage the activities of the Branch by planning work, setting priorities, assigning responsibilities, and evaluating performance.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of Specialized experience at or equivalent to the NJ-03 pay band (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector providing technical planning and direction for nuclear engineering projects in support of design, construction, overhaul, or repair of ships or submarines. Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Specialized Experience (for positions at GS-4 or equivalent and above):

Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.
