The primary purpose of this position, EQUIPMENT SPECIALIST (ORDANCE AND ELECTRONIC) GS-1670-11, is to serve as the Technical Manager and perform a wide variety of technical functions in the support of assigned munitions systems/components.

Duties

Review a variety of programming and planning documents such as Program Management Directives, Statements of Objectives, Mission Need Statements, Operational Requirements Documents, etc., to become thoroughly familiar with the new or modified equipment/systems. Participate in preliminary and critical design reviews and technical proposal evaluations, usually at the contractor's plant, and recommend changes based on past experience with maintainability, reliability and logistics supportability. Accomplish studies, reviews and analysis of technical problems/malfunctions affecting assigned equipment generated from a variety of sources, i.e., Deficiency Reports (DRs), Material Improvement Project (MIPs) Packages, AFTO Forms 22, Tear Down Deficiency Reports (TDRs), accident reports, telephone calls, suggestions and Product Improvement Working Groups. Perform duties involved in the disposal of equipment from the inventory due to lack of contractor support, no longer needed, phase out due to technology improvement, etc. Perform technical review of work performed by lower graded equipment management specialists, as assigned, assisting in the resolution of the more difficult and complex problems and providing guidance on other routine matters.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, ADMINISTRATIVE AND MANAGEMENT POSITIONS, to include the Individual Occupational Requirements (IOR) for the GS-1670, Equipment Services Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. An example of creditable specialized experience includes: working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment; Reviewing and applying technical specifications and requirements; Analyzing equipment and forecasting spare parts requirements; Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; Analyzing contract specifications and examining pertinent equipment to determine if specifications are met; Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related with a major study in the manufacture, repair or maintenance of equipment. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of maintenance concepts, principles, and practices of specific munition systems and electronic equipment and skill in applying this knowledge to difficult and complex assignments. Knowledge of and skill in Total Quality principles. practices. methods, and procedures. Skill in identifying and analyzing complex technical problems and developing innovative solutions. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technician. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMADS: The work is sedentary and requires no special physical abilities. It may involve some walking, standing, bending, or carrying of light items. WORK ENVIRONMENT: Work is performed in a normal office setting. The work environment can include arctic, desert, and temperate climates. Work is occasionally performed out of doors or in field conditions, flight lines, maintenance facilities, and aboard military mission aircraft. Exposed to high noise areas. Special safety precautions and protective clothing/devices are required during these site visits.
