Duties
Typical work assignments include:
Lead budget, staffing, and/or contracting acquisitions.
Develop long-range management plans for efficient and effective program implementation and administration.
Provide advice and guidance to resolve, implement, or manage program or policy issues.
Develop program management, office policies and program plans for the division.
Evaluate analytical results to keeps the organization informed of progress and unusual issues.
Develop performance standards and officially appraises the performance of subordinate employees.
Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to higher-level supervisor or manager.
Conduct periodic evaluations of ongoing functions to ensure that the organization meets its stated goals.
Identify relevant issues on operations and changing program requirements for the agency.
Advise on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations.
Analyze major administrative aspects of mission-oriented programs that affects the efficiency and effectiveness of critical agency programs.
Prepare guidance based on analyses of interrelated issues of effectiveness, efficiency, and productivity of mission-oriented programs.
Review complex analyses, evaluations, or investigations in support of organizational programs, systems, and processes to provide authoritative advice.
Recommend changes in objectives or emphasis in functions under the organization's purview.
Interpret policy, defines objectives, and establishes priorities and deadlines.
Oversee the development of policies and procedures and reviews and recommends approval upon completion.
Perform long-range planning and analysis of new substantive programs where precedents are scarce or nonexistent.
Apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex short and long-range goals of the organization.
Present findings and recommendation on complex issues or problems impacting major programs.
Oversee teams/working groups in the examination of highly complex intelligence/risk information.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
You qualify for the GS-15 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-14 grade level (or equivalent) performing the following duties:
1. Administering special projects and complex, multi-functional management analyses studies to evaluate and recommend ways for improvement;
and
2. Identifies and investigates potential problem areas to develop solutions and/or new management and program objectives for the agency;
and
3. Performing supervisory or team lead duties (i.e., overseeing work assignments, providing input into the evaluation of employee performance, and assigning work to staff) for the division.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
