The primary purpose of this position is: Military aviation safety specialist supporting worldwide Air Force mishap prevention through the tasks and duties accomplished as a member of the SEFO Branch. The incumbent implements the Safety Center Staff Assistance Visit program (SAV), responds to Higher Headquarters taskers, (CONT. Below in DUTIES)

Duties

(CONT. From SUMMARY Above) -authors /coordinates Air Force level guidance rewrites, provides support to Safety Investigation Boards (SIB), reviews final messages for compliance with AFI 91-204 and AFMAN 91-223 guidance, organizes and conducts Memorandum of Final Evaluation and Recommendation Closure meetings. In addition, the incumbent may be required to travel in support of a SIB in order to gain the required skill set to execute the SEFO duties described above. DUTIES- 1. Successful candidate utilizes expert safety knowledge, laws, regulations and precedent decisions to formulate, implement, and provide technical and/or safety guidance prescribed in DoDI 6055.7 and AFI 91- series instructions. 2. Conduct, coordinate, and act on final message quality control reviews. Review all Class A and B final messages for compliance with AFI 91-204 and AFMAN 91-223 guidance. 3. Organize, conduct, review, coordinate, and release Memorandums of Final Evaluation (MOFE). 4. Incumbent serves as Air Force aviation safety expert/specialist for the SEFO Branch. 5. Organize, conduct, review, coordinate, and act on open recommendations being requested for closure.

  • Knowledge of flight operations is required; prior flight crew experience is preferred.
  • Experience in airfield Wildlife Damage Control is required.
  • Work frequently requires travel away from the normal duty station to include possible travel to Southwest Asia AOR.
  • Experience in writing policy is desired.
  • Knowledge of the use of pyrotechnics and bioacoustics is highly desirable.
  • A working knowledge of presentation graphics and word processors is highly desirable.
  • Work requires frequent extended duty hours while away from normal duty station.
  • Work requires public speaking.
  • Must be able to obtain and maintain a Top Secret Clearance.
  • A pre-employment physical is required for this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the Safety and Occupational Health Management Series, 0018. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes e expert knowledge of the theories, principles, and practices of flight safety and technical safety ability sufficient to provide leadership at the national level in the development and execution of aviation specific safety processes and trend analysis and comprehensive knowledge of the body of laws, regulations, policies standards, procedures, methods, and techniques applicable to a broad range of aviation safety requirements sufficient to plan, direct, coordinate, and manage SAVs and mishap investigations as required. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of established flight safety principles, practices, procedures methods, techniques, laws, regulations, and current legislative issues as they relate to Air Force safety programs. 2. Knowledge of flight or maintenance operations and ability to integrate prior experience to applied aviation safety. 3. Knowledge of organizational, functional and contractual (QAP) responsibilities and operations of the AFSafety Center. 4. Knowledge of use of and ability to analyze data, conduct research and run reports within the AF Safety Automated System (AFSAS). 5. Ability to lead /facilitate Safety Investigation Boards through investigative processes to include formal report writing as defined by applicable DoDI, AFI, and AFMAN guidance. 6. Ability to lead/facilitate various working group sessions to include MOFE, Recommendation Closure, Tab T Reviews, guidance revisions, and SAVs. 7. Skill and ability to communicate effectively, both orally and in writing in order to prepare briefings, training programs, and leading group conferences. 8. Ability to identify problems and develop innovative solutions. 9. Ability to plan, organize, work and meet deadlines. I0. Ability to access or locate information through the use of a personal computer or terminal. 11. Adheres to all applicable guidance for the protection and proper handling of privileged safety information. 12. Conducts follow-ups with key personnel on critical communications requiring action. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
