About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, Maryland.
This position will be filled on a permanent basis.
Duties
Define and justify an organization structure that enables efficient, effective use of available personnel assets. Perform the full range of functions defined for such positions in Office of Personnel Management (OPM) guidance.
Provide guidance to subordinate supervisors to assure performance objectives for working level team members flow down in an equitable manner across branches.
Leads the global force management, readiness and assessment teams in applying approved analytical methodologies, and validating resulting findings, conclusions, and recommendations for cyberspace forces.
Develop, justify, and oversee implementation of a vision for synchronization of the planning, coordination, and deployment of global cyber forces.
Provide expert and authoritative advice, counsel, instruction, and decisions on both technical and administrative matters to employees.
Provide high-level analytical expertise and operational insights to ensure analyses are realistically balance the operational risk of executing campaign plans, combat operations, crisis responses, and other assigned missions against available forces.
Delegate work and assign priorities of effort to staff positions and supervisory branch chiefs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
- Must be able to obtain and maintain access to NSA.
- This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.
- Must be required to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
- May occasionally require travel away from the normal duty station on military and/or commercial aircraft.

Specialized experience would be demonstrated by 1) Providing leadership and oversight relative to cyber force management, cyber force readiness and the assessment of cyber force operations; 2) conducting operational and strategic planning for the work unit, monitoring work and/ or reporting out on organizational accomplishments; 3) managing, developing, and directing the work of subordinates; 4) providing guidance and direction in the development of administrative policies, procedures, or internal controls necessary to ensure the efficient and effective allocation and management of personnel resources.
