The primary purpose of this position is to serve as the Financial Resource Advisor personally or through subordinates performing program planning, processing, execution analysis and technical work for DoD appropriations, program elements and elements of expense investment codes for a variety of HQ United States Central Command (USCENTCOM) programs.

Duties

As the Financial Resource Advisor, performs Information Technology (IT) budget execution for multiple funds, analyses program data and prepares analytical and statistical reports to senior management in the CCJ6. Conducts analyses and reviews budget and/or related information. Reviews and assesses the long-term effects of budget guidelines, such as new or revised legislation, Programming Decision Memorandum (PDM), and Resource Management Decision (RMD) on CCJ6 programs. Exercises supervisory personnel management responsibilities. Provides advice, assistance, and guidance on budgeting and related information. Devises and recommends the adoption of procedures, implement budgetary processes, policies, and regulations issued by CENTCOM Comptroller. Performs budget formulation work for the CCJ6 involving preparation of detailed analyses and estimates of annual funding needs for one or more future budget years. Advocates and negotiates facility space utilization for CCJ6 requirements through HQ Commandant and the CCJ4, complies with USCENTCOM standards, and avoid spending for unnecessary alterations.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft and may require travel to the USCENTCOM Area of Responsibility (AOR)
  • Incumbent may be required to work rotating shifts, weekends and federal holidays throughout the year
  • The incumbent is required to obtain and maintain a Top-Secret clearance with access to SCI, Special Access Program
  • This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the concept, principles, practices, law, and regulations that apply to budgeting for a combatant command and expenditure of Federal funds. The employee is considered an authority on O&M, RDT&E, Procurement, and Working Capital Fund accounting. Extensive knowledge of the AF/DoD budgeting system within multiple funding appropriations. Comprehensive knowledge of in budget submissions supporting all types of appropriations and the fiscal laws applicable in order to assist customer in obtaining the proper types of funding. Detailed knowledge to recommend approval or disapproval of requests to reprogram/reallocate funds and timing of fund distribution to ensure obligation and expenditure of funds occur as planned. Decisions regarding what needs to be done are complicated by situations such as changing conditions and requirements, legislative changes, and new specialized functional programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of financial management career field with detailed knowledge of commonly used financial management methods, practices, procedures, regulations, policies, and processes. Knowledge of public policy issues related to IT financial management including Congressional, OMB, DoD, Joint and Service publications. Knowledge of computerized budget systems. Skill of analytical capability and be able to deal effectively with persons in other disciplines such as Program Management, Engineering, Contracting, Civilian Personnel, Manpower, Human Resources, as well with personnel in industry and officials at higher headquarters. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. Ability to gather, assemble, and analyze data to develop alternatives, and make recommendations and the ability to explore and present fully the man facets of a policy or budgetary issue. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
